Scope review before contracting
We assess the activity, supervision and core-business question, then recommend the structure that fits.
Specialized services · REPSE scope
Specialized services is a contracting regime, not a product. We review your scope, tell you whether it falls inside that regime, and deliver under the applicable registration with the documentation both parties are required to keep.

Mexico's 2021 labor reform ended general personnel subcontracting. What remains is narrower: specialized services or works that fall outside the client's core business activity, delivered by a provider registered for those specific activities.
The commercial risk sits with the client as much as the provider. Joint liability means a supplier's unpaid social-security or labor obligations can become your exposure, which is why the documentation trail is part of the service, not paperwork after the fact.
We will also tell you when specialized services is the wrong structure. Plenty of engagements are cleaner as direct staffing, EOR or a statement of work.
REPSE
The STPS registry of specialized-services providers. A registration tied to declared activities and renewed periodically, not a certification, and not a blanket authorization to supply personnel.
We assess the activity, supervision and core-business question, then recommend the structure that fits.
Work performed within registered activity scope, with our own employees and supervision.
Registration evidence, IMSS and INFONAVIT filings and the informative reporting both parties must retain.
What to request from an existing supplier, and which gaps create joint-liability exposure.
STPS obligations, safety qualification and site documentation for industrial environments.
Staffing, EOR or SOW where those are the correct and lower-friction route.
| Your situation | Likely structure | Why |
|---|---|---|
| Work is part of your core business | Direct employment / EOR | Specialized-services regime does not apply |
| Defined non-core activity, our supervision | Specialized services / SOW | Falls inside the specialized-services framework |
| Client-managed roles require a separate employment-structure review and must not be presented as specialized services | Staffing or EOR | Direction by the client changes the analysis |
| Short project with a deliverable | SOW | Paid on milestones, supervised by us |
| Unclear | Scope review first | Structure decided before contracting, not after |

What we commit to on this type of engagement
Since the 2021 labor reform, personnel subcontracting is prohibited except for specialized services or specialized works that are not part of the client's core business activity. Providers of those services must hold a registration in the STPS registry known as REPSE, and both parties carry reporting obligations.
No. REPSE is a registration granted for specific declared activities. It is not a certification, not a general permit, and it does not make every engagement lawful. The activity in your contract has to fall within the registered scope and outside your core business activity.
If a provider fails to meet its labor and social-security obligations, the client can be held jointly liable for those amounts. That is why documentation, registration validity, IMSS and INFONAVIT filings, informative reports, matters as much as price.
It depends on the nature of the work, who supervises it and whether it forms part of your core business activity. We review the scope with you before contracting and recommend the structure that matches it, including saying when specialized services do not apply and staffing or EOR is the correct route.
We can review the documentation set your supplier should be providing and identify what is missing. Formal legal opinions come from counsel; we tell you what to ask for and what the gaps are.
